Toronto police have issued a Canada-wide arrest warrant for a suspect allegedly involved in the shooting death of a 43-year-old man in Scarborough last weekend.

Police responded to reports of gunfire near Victoria Park Avenue and Sheppard Avenue East on Saturday, Sept. 13. Officers arrived just before midnight and found the victim, Paulin Harusha, inside a vehicle suffering from gunshot wounds. Despite life-saving efforts, he was pronounced dead at the scene.

Police said multiple rounds were fired, with the driver of a suspect vehicle fleeing from the scene at a high rate of speed.

Authorities have identified a suspect connected to the fatal shooting. Meelad Tarin, 34, of Toronto, is wanted Canada-wide on a first-degree murder charge.

“The nature of the relationship is still under investigation,” said Detective Sergeant Alan Bartlett. “We are actively investigating what that relationship is. I can tell you, there was some familiarity between the two of them, but beyond that, I would be speculating at this point.”

The killing marked Toronto’s 31st homicide of 2025. Authorities have appealed to the public for help, urging anyone in the area at the time to review security or dash camera footage for potential evidence.

“Mr. Harusha has a family that is devastated. He has friends. The loss has left a hole in this family,” Bartlett added. “We are here to seek justice for Mr. Harusha.”
