Waterloo council approves plans for 12-tower development near University District

Waterloo council approved plans for a cluster of towers near the University District that are set to add more than 2,800 units of housing.

Developers are looking to build 12 towers ranging from 11 to 26 storeys tall at 446 Albert St., north of the Columbia Street intersection.

This development came before Waterloo council at a public meeting in 2024, where residents and councillors alike were concerned about a lack of green space on the lot. Those concerns have since been addressed by the developers, reducing the number of towers from 13 to 12 and adding a park block on the lot’s northeast edge.

Ten of the 12 towers will include a podium where businesses and institutions can set roots.

The buildings will have a mix of one, two, and three-bedroom apartments, with more than 2,100 being one-bedroom and just 48 three-bedroom units.



The developers have decided to designate three per cent of the units as “affordable.” That accounts for 106 units.

Being close to an ION stop, the developers have decided to offer 1,171 parking spaces and 1,739 bike parking spaces.
